One file may have the occluder (s) deleted and the other still has them in. First thing to try is disable the second map mod that uses hei_dt1_occl_04.ymap and reboot to see if there’s still problems. After removing all the other resources containing the file it starts to work normally. Open the zipped file with this program and do how I did in the screenshot below. Click on Extract and then click on the button to select the destination folder and press Ok. This path is saved in the program, so next time just select it by clicking on the down arrow, next to the three dots button. Also, obviously Rockstar doesn't load the whole map. It's not like they're good enough to build GTA V yet not enough to figure out "hey guys let's not load 60GB into RAM". If you're talking about PC then turn your settings down and try to avoid going near your allocated VRAM. Another thing that helps is turning GTA Vs Priority to "High" under task manager. Try closing any programs that use a lot of Ram, like Google chrome, so there is more Ram free for GTA V. It shouldn't be that causing the issue. I use the persistence mod by ImNotMental and I can enable MP maps without issues. While updating my mod, I tested to make sure it wouldn't crash by using Enable All Interiors by HKH191 and I've also tested using Simple Trainer to enable MP maps. I will not be updating this as it is not needed. You can load the Online maps with the trainer. It also has the map updates from the Low Rider update and the Executive and Other Criminals update.
